Advisor to the Telangana Government Mohammed Ali Shabbir on Monday strongly welcomed Chief Minister A. Revanth Reddy’s announcement to introduce a strict law against hate speech, calling it a timely and decisive step to protect constitutional values and social harmony in the state.

Shabbir Ali said the proposed legislation reflects the government’s clear intent to curb the growing misuse of religion and provocative language while ensuring peace and unity among communities.

Balancing Free Speech and Public Order

In a press statement, Shabbir Ali explained that freedom of expression, guaranteed under Article 19(1)(a) of the Constitution, is not absolute and is subject to reasonable restrictions under Article 19(2).

He added that hate speech damages social fabric and weakens the principles on which India’s democracy stands.

Law to Reinforce Citizens’ Fundamental Duties

Referring to Article 51A, Shabbir Ali said the proposed law would reinforce citizens’ fundamental duty to promote harmony and common brotherhood.

Shabbir Ali said the proposed hate speech law would strengthen the confidence of minorities and vulnerable sections and reaffirm Telangana’s commitment to secular governance.
