KCR Creating Water Disputes to Save BRS, Says CM Revanth Reddy; Congress Targets Past Irrigation Decisions

Telangana CM Revanth Reddy accuses KCR of creating water disputes with Andhra Pradesh to save BRS, alleging lapses in Krishna water sharing and irrigation projects.

Telangana Chief Minister A. Revanth Reddy on Thursday launched a sharp attack on former Chief Minister K. Chandrasekhar Rao (KCR), alleging that he is deliberately creating water disputes between Telangana and Andhra Pradesh to revive his party, Bharat Rashtra Samithi (BRS).

The Chief Minister said KCR is trying to incite regional sentiments and divert attention from what he called serious lapses and financial irregularities in irrigation projects during the BRS regime.

Praja Bhavan Meeting Highlights Irrigation ‘Injustices’

Revanth Reddy made these remarks after attending a PowerPoint presentation by Irrigation Minister Uttam Kumar Reddy at Praja Bhavan, where detailed facts and records related to irrigation projects from 2014 to 2023 were presented.

According to the Chief Minister, irrigation records clearly show that greater injustice was done to Telangana during KCR and Harish Rao’s rule than even during the tenure of the last Chief Minister of the united state, Kiran Kumar Reddy.

Palamuru–Rangareddy Shift Called a Historic Mistake

Both Revanth Reddy and Uttam Kumar Reddy described the decision to shift the Palamuru–Rangareddy Irrigation Project from Jurala to Srisailam backwaters as a historic and costly mistake.

They said the original design at Jurala would have avoided heavy lifting of water, but the change resulted in:

  • Project stages increasing from 3 to 5
  • Pumps rising from 22 to 37
  • Estimated cost jumping from ₹32,000 crore to ₹84,000 crore

“This single decision pushed Telangana into a financial and water crisis,” the Chief Minister said.

Krishna Water Share: ‘Telangana Accepted Less Than Its Right’

Revanth Reddy recalled that 811 TMC of Krishna water was allocated to undivided Andhra Pradesh. After bifurcation:

  • Andhra Pradesh received 512 TMC
  • Telangana was left with 299 TMC

He alleged that KCR signed documents accepting only 299 TMC, even though Telangana should have demanded 71–79% share based on catchment area.

“KCR’s signature became an advantage for Andhra Pradesh and a death warrant for South Telangana,” he said.

Loss to Telangana, Advantage to Andhra Pradesh

The Chief Minister said that due to the shift to Srisailam:

  • Andhra Pradesh gained the ability to divert over 13.37 TMC per day
  • Telangana can utilise only 0.25 TMC per day from Srisailam backwaters

He blamed KCR’s policy decisions for this imbalance.

DPR Delay and ₹27,000 Crore Spending Alleged

Revanth Reddy further alleged that the KCR government:

  • Failed to submit a Detailed Project Report (DPR) for seven years
  • Spent ₹27,000 crore without DPR
  • Lacked environmental clearance for the project

He claimed the government told the Supreme Court that Palamuru–Rangareddy was only a drinking water project, securing permission for just 7.15 TMC, while prioritising pump and lift contractor payments.

‘KCR Avoiding Assembly Out of Fear’

The Chief Minister accused KCR of skipping the Telangana Assembly to avoid being questioned on irrigation spending and alleged commissions.

He openly challenged the former Chief Minister to come to the Assembly and participate in the debate, saying the Congress government is ready to place documents and facts on the floor of the House.

Congress Vows to Protect Telangana’s Water Rights

Revanth Reddy said the Congress government is firmly arguing for:

  • 79% Krishna water share for Telangana
  • 21% for Andhra Pradesh

“We are trying to correct the mistakes of the past. If there is any flaw in our policy, let KCR point it out in the Assembly. Protecting Telangana’s water rights is our topmost priority,” he said.
