Hyderabad: In a landmark step to tackle rising cyber fraud cases, the Hyderabad City Police have launched ‘C-Mitra’ (Cyber-Mitra), India’s first virtual helpdesk that allows cybercrime victims to register FIRs from home, without visiting a police station.

The initiative aims to make cybercrime reporting faster, easier, and more citizen-friendly, especially as online fraud cases continue to increase across the city.
What Is C-Mitra?
C-Mitra functions as a virtual police officer, using technology and AI support to assist cybercrime victims in registering legally accurate FIRs.
Announcing the launch, Hyderabad Police Commissioner V.C. Sajjanar said the platform brings policing directly to citizens’ doorsteps and is designed to respond to crimes such as:
- OTP frauds
- Digital arrest scams
- Online investment fraud
- Financial cyber scams
How C-Mitra Works
Victims of cyber fraud must first report the incident through:
- 1930 Cyber Crime Helpline, or
- National Cyber Crime Reporting Portal (cybercrime.gov.in)
After the complaint is lodged:
- Virtual police officers contact the complainant
- FIR drafts are prepared with AI assistance
- Victims sign and submit the complaint by post, courier, or at the Cyber Crime Police Station, Basheerbagh
- FIR registration details are sent via SMS
FIR Registration Based on Loss Amount
The police clarified how cases will be handled:
- Loss above ₹3 lakh: FIR registered and investigated by Cyber Crime Police Station
- Loss below ₹3 lakh: Registered as Zero FIR and transferred to the local police station
Officials said physical FIR registration usually takes nearly three hours, while C-Mitra significantly reduces this burden.
Aiming for 100% FIR Conversion
Currently, only 18% of cyber complaints convert into FIRs. With C-Mitra, Hyderabad Police aim to raise the conversion rate to 100%, ensuring no victim is left without legal recourse.

- Working hours: 8 AM to 8 PM
- Dedicated team: 24 trained personnel
- Official contact number: 040-4189-3111
- WhatsApp messages: Only from numbers starting with 87126
Police issued a clear warning that C-Mitra staff will never ask for OTPs or money.
Important Clarification for Citizens
Officials stressed that C-Mitra is only a facilitation desk. It:
- Helps in FIR registration
- Does not conduct investigations
- Does not guarantee recovery of lost money
Digital signature integration is being explored for future upgrades.

During the launch, the Police Commissioner appreciated the efforts of senior officers and the cyber crime team for developing and implementing the initiative, calling it a major step in citizen-centric policing.
