Telangana High Court Expresses Concern Over GHMC Bifurcation; Notices Issued to Centre and State

The Telangana High Court on Friday expressed serious concern over the reported bifurcation of the Greater Hyderabad Municipal Corporation (GHMC), allegedly undertaken despite a freeze imposed by the Central government on boundary alterations in view of the upcoming 2027 Census.

Hyderabad: The Telangana High Court on Friday expressed serious concern over the reported bifurcation of the Greater Hyderabad Municipal Corporation (GHMC), allegedly undertaken despite a freeze imposed by the Central government on boundary alterations in view of the upcoming 2027 Census.

The matter came up following a petition filed by businessman Guruvareddy, who challenged the State government’s decision to divide the civic body. In his plea, the petitioner contended that the Centre had already imposed a freeze on any changes to administrative or municipal boundaries ahead of the Census exercise, and that the State’s move was in violation of those norms.

Seeking immediate relief, the petitioner urged the High Court to stay the bifurcation process initiated by the State government.

After hearing preliminary arguments, the High Court issued notices to both the Central and Telangana State governments, directing them to file their counters within three weeks. The court indicated that it would examine whether the bifurcation decision contravened existing guidelines linked to the Census framework.

The development has sparked political and administrative debate, as the proposed division of GHMC is expected to have significant implications for governance, urban planning, and future electoral delimitation in Hyderabad.

Further hearings in the matter are expected after the responses are submitted by the concerned authorities.
