Telangana Monsoon Session: Hate Speech Bill and Core Urban Region Bill 2026 Face Political Hurdles Ahead of Assembly

Hyderabad, August 2: Ahead of the Telangana Assembly’s upcoming Monsoon Session, two key legislations—the Telangana Prevention of Hate Speech and Hate Crimes Bill, 2026 and the Telangana Core Urban Region (Integrated Urban Governance) Bill, 2026—have emerged as the focus of political debate. It remains unclear whether the Congress government will reintroduce both Bills during the session, as they continue to face objections from several political parties and different sections of society.

Two Key Telangana Bills Under Political Spotlight
The proposed Telangana Prevention of Hate Speech and Hate Crimes Bill, 2026 and the Telangana Core Urban Region (Integrated Urban Governance) Bill, 2026 have become major discussion points before the Assembly’s Monsoon Session.
The key question is whether the state government will be able to address the objections raised against both Bills and secure sufficient political support for their passage.
Hate Speech Bill Referred to Select Committee
The Telangana Prevention of Hate Speech and Hate Crimes Bill, 2026 was introduced in the Assembly in March this year by Transport Minister Ponnam Prabhakar on behalf of Chief Minister A. Revanth Reddy.
After objections and suggestions were raised by members of different political parties, the Bill was referred to a Select Committee on March 30.
The Bill faced objections not only from the Bharat Rashtra Samithi (BRS) and the Bharatiya Janata Party (BJP) but also from the All India Majlis-e-Ittehadul Muslimeen (AIMIM) and the Congress ally Communist Party of India (CPI).
CPI MLA Kunamneni Samba Siva Rao demanded that the Bill be withdrawn and questioned the provision under which an entire political party could be held responsible for the statement or action of a single member.

Select Committee Begins Work
Although the Bill was referred to the Select Committee in March, the committee was formally constituted on July 7.
Transport Minister Ponnam Prabhakar has been appointed as the Chairman of the committee.
The committee has been directed to submit its report before the conclusion of the 2026 Monsoon Session.
The committee held its first meeting on Saturday and stated that suggestions and objections received from political parties and different sections of society would be considered before finalising the Bill.
Debate Over Social Media Arrests
Political circles are also debating whether the government will be able to address the objections already raised.
The discussion has gained importance as criticism has recently been voiced over the arrest of certain individuals who allegedly posted or shared anti-government content on social media.
Core Urban Region Bill Also Faces Objections
The proposed Telangana Core Urban Region (Integrated Urban Governance) Bill, 2026 has also attracted objections from various stakeholders.
Concerns have mainly been raised over:
- The proposed property tax structure
- The method of determining the value of land and buildings
Public Policy Expert Raises Property Tax Concerns
Public policy expert Donthi Narasimha Reddy suggested that the government should constitute the Telangana State Property Tax Board.
He pointed out that under Section 105 of the Telangana Municipalities Act, 2019, the board should have been constituted, but the government has not yet done so.
According to him, the board should have been formed within six months of the Act coming into force, with its members, powers, and responsibilities clearly defined. He also said that the proposed amendments should be placed before the board for its recommendations.
Objections Over Property Valuation Method
Donthi Narasimha Reddy also raised concerns over the proposed changes in the valuation of land and buildings.
Under the current system:
- Land value is determined based on the guideline values fixed by the Registration Department.
- Building value is assessed separately based on its area, construction type, and age.
However, under the proposed Core Urban Region Bill, the guideline value fixed by the Registration Department is proposed to be used not only for land but also as the capital value of buildings.
According to Donthi Narasimha Reddy, this would amount to a fundamental change in the existing property valuation system, but neither the proposed Bill nor its statement of objects and reasons clearly explains the basis for this change.
Monsoon Session Expected in First Week of August
Attention is now focused on the upcoming Telangana Assembly Monsoon Session.
On July 25, Chief Minister A. Revanth Reddy said during a public rally that the Assembly session would be held in the first week of August.
The session is also expected to discuss a resolution seeking a reduction in the minimum age required to contest Assembly and Parliamentary elections.
However, it remains unclear whether the government will convene the Assembly only to pass the resolution on reducing the minimum contesting age or also introduce the Hate Speech and Hate Crimes Bill, 2026 and the Core Urban Region Bill, 2026.
The Telangana Prevention of Hate Speech and Hate Crimes Bill, 2026 and the Telangana Core Urban Region (Integrated Urban Governance) Bill, 2026 remain at the centre of political debate ahead of the Telangana Assembly Monsoon Session. While both Bills continue to face objections from political parties and public stakeholders, it is yet to be seen whether the Congress government will reintroduce them during the session, seek wider consultations, or defer them for further consideration.
