Washington: The United States has officially launched Phase Two of its Gaza peace plan, marking a major shift from ceasefire efforts to demilitarisation, technocratic governance, and large-scale reconstruction in the war-hit territory. The announcement was made on Wednesday as part of President Donald Trump’s 20-point roadmap aimed at ending the Gaza conflict.

The new phase comes after the US declared Phase One successful in stabilising the situation through a ceasefire and humanitarian relief.

What Phase Two of the Gaza Peace Plan Includes

According to US officials, Phase Two will focus on long-term political and security arrangements in Gaza. Key components include:

  • Demilitarisation of Gaza, with emphasis on disarming unauthorised armed groups
  • Formation of a technocratic Palestinian administration

The transitional governing body has been formally named the National Committee for the Administration of Gaza (NCAG).

US Special Envoy for Peace Missions Steve Witkoff said demilitarisation would primarily involve the disarmament of all unauthorised personnel, expanding US engagement beyond the ceasefire phase.

Washington has made it clear that the success of Phase Two depends heavily on compliance from Hamas, especially regarding unresolved hostage-related commitments.

Warning to Hamas Over Hostage Obligations

The US has demanded full compliance from Hamas, including:

  • The immediate return of the final deceased hostage
  • Adherence to all remaining ceasefire obligations

US officials warned that failure to meet these conditions would result in serious consequences, though no specific measures were outlined.

Phase One Outcomes Highlighted

US officials said Phase One delivered concrete results on the ground, including:

  • Sustained ceasefire
  • Large-scale humanitarian aid
  • Return of all living hostages
  • Recovery of remains of 27 out of 28 deceased hostages

These outcomes, officials said, laid the foundation for moving toward a political and security transition in Gaza.

Role of Regional Mediators

The US acknowledged the crucial role played by regional mediators in advancing the peace process. Special appreciation was expressed for:

  • Egypt
  • Turkey
  • Qatar

Their mediation efforts were described as indispensable in achieving the ceasefire and humanitarian breakthroughs.

Unclear Timelines and Oversight

While Phase Two outlines ambitious goals, the US has not yet clarified:

  • Timelines for establishing the NCAG
  • Mechanisms for enforcing demilitarisation
  • The role of existing Palestinian institutions or international partners

Despite these uncertainties, the US said Phase Two aims to convert ceasefire gains into durable peace and governance structures for Gaza.

The announcement comes amid ongoing global attention on Gaza’s humanitarian situation and the long-term sustainability of the ceasefire.
