Telangana Govt’s Historic Move, GHMC Reorganisation Completed With 12 Zones and 60 Circles

Hyderabad: In a landmark administrative decision, the Telangana government has officially completed the reorganisation of the Greater Hyderabad Municipal Corporation (GHMC), expanding it into 12 administrative zones and 60 circles. With this restructuring, GHMC has now emerged as India’s largest municipal corporation in terms of area and administrative units.

The reorganisation has been implemented through Government Order No. 292, marking a major step toward strengthening urban governance and improving civic services across the rapidly expanding Hyderabad region.

GHMC Area Expanded to Nearly 2,000 Sq Km

Following the merger of 27 surrounding municipalities and municipal corporations into GHMC, the civic body’s jurisdiction has expanded to nearly 2,000 square kilometres. The expanded GHMC area now spans across:

  • Hyderabad district
  • Rangareddy district
  • Medchal–Malkajgiri district
  • Sangareddy district

With this expansion, Hyderabad’s urban population is expected to cross 1.3 crore, necessitating a stronger and more decentralised administrative structure.

New Administrative Structure Explained

Under the new GHMC framework:

  • 12 Zones have been created
  • 60 Circles will function under these zones
  • Each zone will have 5 circles
  • Each circle will consist of 5 wards

This decentralised model aims to bring governance closer to the public, enabling faster decision-making and better monitoring of civic services.

New Zones Added to Manage City Growth

Along with the existing East, West, North, South, Central, and Secunderabad zones, the government has introduced new zones to manage Hyderabad’s rapid expansion, including:

  • Uppal
  • Qutbullapur
  • Malkajgiri
  • Shamshabad
  • Golkonda

Officials say these additions will help ensure balanced development and efficient service delivery across newly merged urban areas.

300 Wards Finalised, Public Representation Doubled

As part of the reorganisation, ward delimitation has been finalised for 300 electoral wards in accordance with the Telangana Municipal Corporations (Delimitation of Wards) Rules, 1996.

Key highlights:

  • GHMC will now have 300 elected corporators
  • Each ward will represent around 50,000 population
  • A variation of up to 10 percent has been allowed for fair representation

This move is expected to significantly strengthen public participation and accountability in civic administration.

Zonal Commissioners Assume Charge

With the new structure in place, zonal offices have become operational, and zonal commissioners have formally assumed charge.

  • In the newly formed Uppal Zone, Radhika Gupta took charge as Zonal Commissioner in the presence of deputy commissioners and GHMC officials from Uppal, Boduppal, Nacharam, Ghatkesar, Nagaram, and Kapra circles.
  • In the newly established Rajendranagar Zone, Anurag Jainty officially assumed office. Speaking to media, he said development of the zone and quick resolution of public grievances would be his top priority.

Focus on Faster Services and Local Governance

According to GHMC officials, the 12-zone, 60-circle model will help in:

  • Faster grievance redressal
  • Improved sanitation and road maintenance
  • Better monitoring of property tax and civic services
  • Stronger local-level decision-making

The government has also issued a preliminary ward delimitation notification in the Telangana Gazette, inviting objections and suggestions from the public within the stipulated period.

A Major Step Toward Better Urban Management

With zonal commissioners in place and administrative units strengthened, the Telangana government expects visible improvements in civic infrastructure and service delivery across Hyderabad. Officials expressed confidence that the restructured GHMC will be better equipped to manage the city’s growing population and urban challenges.
