Hyderabad | Munsif News 24×7: Ahead of the New Year celebrations on the intervening night of December 31, 2025, and January 1, 2026, the Commissioner of Police, Hyderabad City, has issued strict guidelines for 3-star and above hotels, pubs, clubs, bars, and restaurants to ensure public safety, law and order, and smooth celebrations across the city.

The police have made it clear that non-compliance will invite strict legal action, and organizers will be held fully responsible for any untoward incident.
Permission Mandatory for New Year Events
All 3-star and above hotels, clubs, pubs, bars, and restaurants planning to conduct ticketed New Year events up to 1:00 AM must apply for prior permission from the Commissioner of Police.
- Permission must be sought at least 15 days in advance
- Events without approval will not be allowed
CCTV Surveillance and Security Arrangements Compulsory
As per the Telangana Public Safety (Measures) Enforcement Act, 2013, organizers must ensure:
- CCTV cameras with recording facilities at all entry and exit points
- CCTV coverage at parking areas
- Adequate private security guards for crowd control and traffic management
Sound Restrictions and Time Limits
The police have reiterated strict noise control rules:
- Outdoor sound systems must stop by 10:00 PM
- Indoor sound systems are allowed only in closed premises
- Indoor music is permitted up to 1:00 AM
- Noise levels must not exceed 45 decibels
Any violation will attract action as per Supreme Court guidelines.
Decency, Capacity, and Firearm Ban
Organizers have been directed to ensure:
- No obscenity or nudity in dress, dance, gestures, or performances
- No firearms allowed at event venues
- Tickets, passes, or coupons must not exceed venue capacity
- Strict maintenance of orderliness inside the premises
No Minors, No Drugs, No Fireworks
The guidelines clearly state:
- Minors are not allowed in pubs, bars, or couple-based events
- Drugs, narcotics, and psychotropic substances are strictly prohibited
- Management will be held criminally liable if drug use is found
- Fireworks are completely banned at event venues
Special vigilance must be maintained in parking areas where illegal substances may be sold.
Liquor Rules and Safe Travel Responsibility
Event organizers must strictly follow Excise Department timings and:
- Not serve liquor beyond permitted hours
- Arrange drivers or cabs for customers found in a drunken state
- Promote the concept of a “Designated Driver for a Day” for safe travel
Parking, Traffic, and Fire Safety Compliance
- Special parking arrangements must be made
- No obstruction to free flow of traffic
- Adequate guards to manage parking and entry/exit points
- Fire safety instructions issued by Fire Department must be followed
The police stated that any loss to life or property due to negligence will be the sole responsibility of the management.
Advisory on Drunk Driving and Legal Penalties
Hotels, pubs, and clubs must display advisories prominently informing customers that:
- Drunk driving is an offence under Section 185 of the Motor Vehicles Act
- Permissible alcohol limit is 30 mg per 100 ml of blood
- Violation can lead to:
- ₹10,000 fine
- Up to 6 months imprisonment
- Driving licence suspension for 3 months or more
Vehicles may be seized, and offenders will have to appear before court.
Police Warn of Strict Enforcement
The Hyderabad Police have warned that SHE Teams will be deployed extensively, and any crime against women, rash driving, racing, overspeeding, or noise pollution will be dealt with strictly under the law.
