Hyderabad: The Government of Telangana has issued important amendments to the Telangana Media Accreditation Rules, 2025, aiming to improve inclusivity, clarity, and fair representation in the media accreditation process. The revised rules introduce reservation for women journalists, expand accreditation opportunities for high-circulation publications, and update terminology for better clarity.

33% Reservation for Women Desk Journalists
One of the key highlights of the amended rules is a mandatory 33% reservation for women desk journalists.
- Media managements must earmark at least one-third of desk journalist positions for women
- Women journalists will be given priority under the accreditation quota
This move is intended to strengthen gender representation in newsrooms and support women professionals in media.
‘Media Card’ Renamed as ‘Accreditation Card’
To bring uniformity and clarity, the term “Media Card” used in the existing rules has now been officially replaced with “Accreditation Card” across all provisions.
Additional Accreditation for High-Circulation Publications at Mandal Level
Print media publications with a circulation above 2.5 lakh will now be eligible for one additional accreditation card at the Mandal level, subject to the following condition:
- The Mandal must have a population exceeding 1.5 lakh
This amendment is aimed at improving media coverage in high-population Mandals.
Extra Accreditation at State Level for Special Categories
High-circulation publications with more than 2.5 lakh circulation will be granted one additional accreditation card at the State level in each of the following categories:
- Sports
- Culture
- Films
The change recognises the growing importance of specialised journalism.
Accreditation for Mid-Level Circulation Publications
Publications with a circulation between 75,001 and 2.5 lakh will also benefit under the new rules.
- Such publications will be eligible for one additional State-level accreditation card
- The card can be issued in either Sports, Culture, or Films category
Change in Urdu Newspaper Terminology
The amended rules replace the earlier term “Urdu Big Newspaper” with the more appropriate and clear term “Urdu Daily Newspaper”, ensuring uniform classification.
Expansion of State Media Accreditation Committee
The State Media Accreditation Committee (SMAC) has been expanded to include two new members:
- A representative of the Press Club, Hyderabad
- A representative of Desk Journalists from Big Daily Newspapers
This expansion aims to make the accreditation process more representative and transparent.
Towards Inclusive and Transparent Media Accreditation
The amendments to the Telangana Media Accreditation Rules, 2025 reflect the government’s effort to modernise the accreditation system, promote women participation, and strengthen media representation across categories and regions.
