Vision Document Is a Strategic Compass for Telangana’s Growth: Bhatti Vikramarka

Deputy CM Bhatti Vikramarka says the Telangana Rising 2047 Vision Document is a strategic compass for growth, focusing on productivity, investment, skills, health, and inclusive development.

Deputy Chief Minister Bhatti Vikramarka on Tuesday described the “Telangana Rising 2047” Vision Document as a strategic compass for the state’s long-term growth, stressing that it is not just a government report or a political plan, but a roadmap for the future of coming generations.

Speaking during a short discussion in the Telangana Legislative Assembly on “Telangana Rising 2047 – Aims & Objectives”, Bhatti Vikramarka said the document lays down a clear direction for inclusive, sustainable, and high-growth development.

Productivity, Not Just More Workers

The Deputy Chief Minister explained that the Vision Document is rooted in endogenous growth principles and makes it clear that economic goals cannot be achieved merely by increasing the workforce.

“We need a productivity shock,” he said, adding that the government has set an ambitious target of raising the investment rate to 52% of GSDP.

To achieve this, the state aims to:

  • Shift from being a controller of capital to a catalyst of capital
  • Mobilise investments through domestic savings and foreign direct investment
  • Launch a dedicated Fund of Funds to de-risk innovation and support startups

Ending Uneven Development

Bhatti Vikramarka noted that for decades, development in India created “islands of excellence in a sea of neglect.” While Hyderabad grew rapidly, remote districts waited for benefits to trickle down.

“The Telangana Rising 2047 Vision Document rejects this model and focuses on balanced regional growth,” he said.

Three-Zone Growth Model for Telangana

Outlining the state’s future development strategy, the Deputy Chief Minister explained a three-zone economic plan:

  • Within the Outer Ring Road (ORR):
    A net-zero, services-driven megacity, including the 30,000-acre Bharat Future City, featuring an AI City and a Health City
  • Between the ORR and the Regional Ring Road:
    A manufacturing engine with factories, logistics hubs, and large-scale blue-collar employment
  • Beyond the Regional Ring Road:
    Agriculture to be transformed into a high-value bio-economy, focusing on food processing and eco-tourism

Skills Over Degrees

Highlighting education and employment reforms, Bhatti Vikramarka said the government is setting up the Young India Skills University, adopting the German dual apprenticeship system.

Under this model:

  • Students will spend 3–4 days on the shop floor
  • 1–2 days in classrooms
  • The focus will shift from degrees to practical competencies

Health and Women-Centric Growth

The Deputy Chief Minister also announced that the state is committed to:

  • Increasing health expenditure to 8% of GSDP, noting that a healthy workforce is essential for building a $3 trillion economy
  • Transforming one crore women into millionaires

“We are not just giving loans to Self-Help Groups. We are converting these collectives into corporate entities,” he said.

A Roadmap for 2047

Bhatti Vikramarka concluded by stating that Telangana Rising 2047 is designed to guide the state’s journey over the next two decades, ensuring economic strength, social equity, and environmental sustainability.
