The Telangana government has ordered expeditious rehabilitation of Kaleshwaram barrages, with Irrigation Minister N. Uttam Kumar Reddy directing officials to fast-track repairs of Medigadda, Annaram and Sundilla barrages under the Kaleshwaram Lift Irrigation Project (KLIS).

During a high-level review meeting at Secretariat Chambers, the minister emphasized that all three barrages must be made fully operational at the earliest under a time-bound programme.

Serious Defects Identified in KLIS Barrages

Officials informed that statutory bodies like:

  • National Dam Safety Authority
  • Vigilance Commission

have flagged serious defects in foundation, design, planning, and execution across all three barrages.

The minister noted that:

  • Problems are common across Medigadda, Annaram, and Sundilla
  • Repairs must be completed in mission mode
  • 2027 and 2028 working seasons will be crucial for completion

Timeline for Restoration of Medigadda, Annaram and Sundilla

The Telangana government outlined a clear plan:

  • Annaram and Sundilla barrages: To be fully operational within timeline
  • Medigadda barrage: To be made at least partially operational simultaneously

The focus remains on restoring full functionality of KLIS barrages to support irrigation needs.

AFRY India and IIT Mumbai Assigned for New Designs

The government has appointed:

  • AFRY India
  • IIT Mumbai

to prepare fresh rehabilitation designs.

The minister directed:

  • Teams to work round-the-clock, 7 days a week
  • Designs to be submitted quickly for approval by the
    Central Water Commission

Extensive studies including:

  • Geophysical
  • Geotechnical
  • Soil and hydraulic modelling

will support the design process.

CWPRS Pune to Lead Critical Testing Work

The Central Water and Power Research Station has been assigned top priority for testing and studies.

  • A 45-day testing window has been set
  • CWPRS teams will be stationed on-site continuously
  • Tests will be monitored jointly by engineers, designers, and agencies

High-Powered Steering Committee Formed

A Steering Committee has been formed with:

  • Col. Parikshit Mehra as Convenor

The committee will:

  • Meet twice a week
  • Monitor progress regularly
  • Ensure daily supervision of work

Execution Agencies Directed to Resume Work Immediately

Execution agencies, including Larsen & Toubro (L&T), have been instructed to:

  • Reactivate camps and logistics immediately
  • Provide facilities for engineers and workers
  • Support sand removal, GPR tests, and site preparation

All testing and rehabilitation work will be properly documented.
