According to the public notice issued by the state government’s Home and Hill Affairs Department from Nabanna on May 13, 2026, the directions were issued under the “West Bengal Animal Slaughter Control Act, 1950.”
The notice referred to orders passed by the Calcutta High Court on August 16, 2018, in W.P. No. 12876/2018 and related orders issued on September 21, 2018, in G.O. No. 2525/2018 and on August 8, 2022, in G.O. No. 1/2022.
Permission Mandatory for Animal Sacrifice
The government stated that no individual can sacrifice an animal unless prior permission or a certificate is obtained from authorities.
The order said such permission can only be granted jointly by:
- The Municipality Chairperson or Panchayat Samiti President
- A government veterinary doctor
The certificate may only be issued after verifying that the animal is fit for slaughter.
Public Places Barred for Sacrifice
The notification clearly stated that sacrifice or slaughter cannot be carried out in:

- Markets
- Lanes
- Bridges

The order also stated that sacrifice cannot be performed in front of:
- Children below 14 years of age

The notification mentioned that if permission for sacrifice is denied, the affected person can file an appeal before the state government within 15 days.
