Hyderabad: The Telangana Cabinet has approved the formation of a Special Enquiry Team (SET) to conduct a comprehensive investigation into alleged irregularities and illegalities related to land records and land transactions carried out through the Dharani portal. The Cabinet decided to examine all suspicious transactions carried out since the portal became operational on October 29, 2020, including land registrations, record changes, transfers of agricultural, assigned and government lands. The decision comes after a forensic audit reportedly identified more than 10,000 suspicious transactions.

The Telangana Cabinet approved the establishment of a Special Enquiry Team (SET) to investigate alleged irregularities in land records and land transactions conducted through the Dharani portal.
The enquiry will cover all suspicious transactions carried out since October 29, 2020, the date on which the Dharani portal became operational.
All Land Transactions Since October 29, 2020 to Be Investigated
The Special Enquiry Team has been tasked with conducting a detailed examination of:
- Land registrations
- Changes in land records
- Transfers of agricultural lands
- Transfers of assigned lands
- Transfers of government lands
- All other suspicious land transactions carried out through the Dharani portal
The Cabinet said all such transactions would be examined thoroughly.

Forensic Audit Identified Over 10,000 Suspicious Transactions
According to the Cabinet, a forensic audit has already identified more than 10,000 suspicious transactions linked to the Dharani portal.
The SET will comprehensively examine:
- Digital land records
- Login details
- Changes made to land records
- Approvals granted by officials
- Changes in land classification
- Details of beneficiaries
IL&FS Role Also to Be Investigated
The Cabinet also decided to investigate the role of Infrastructure Leasing & Financial Services Limited (IL&FS), which handled the management of the Dharani portal.
The investigation will cover:
- Selection of the portal management agency
- Tender process
- Award of the contract to the vendor
- Portal design
- System architecture
- Data security shortcomings
The Cabinet directed that all these aspects be examined as part of the comprehensive enquiry.
