Telangana to Launch GCC Policy Beyond Hyderabad, CM Pushes Tier-2 Growth and Invest Telangana Agency
Telangana CM Revanth Reddy directed officials to create a GCC policy beyond Hyderabad, promote Tier-2 growth, launch Invest Telangana, and expand T-Fiber internet.

Hyderabad: Chief Minister Revanth Reddy on Wednesday directed officials to formulate a new Global Capability Centres (GCC) policy to encourage companies to establish operations beyond Hyderabad’s Core Urban Regional Economy (CURE) area. During a review meeting of the IT and Industries departments, the Telangana government also announced plans to decentralise job creation to Tier-2 and Tier-3 cities, expand data centres beyond Hyderabad, create the “Invest Telangana” agency, and shift all government offices to T-Fiber internet connections within three months.

Telangana Plans GCC Expansion Beyond Hyderabad
Chief Minister Revanth Reddy said Telangana is witnessing massive interest from global conglomerates in setting up Global Capability Centres (GCCs).
To support this growth, the Chief Minister instructed officials to create a GCC policy that would encourage and incentivise companies choosing locations beyond Hyderabad’s CURE area.
He directed officials to encourage new GCCs along:
- Nizamabad Highway
- Karimnagar Highway
- Warangal Highway
These areas were identified as regions between CURE and Beyond CURE zones.
IT and Industries Review Meeting Held
The review meeting was conducted by Chief Minister Revanth Reddy along with Industries and IT Minister D. Sridhar Babu.

Telangana Focuses on Tier-2 and Tier-3 Cities
The Chief Minister suggested identifying clusters in Beyond CURE areas to encourage decentralisation of GCCs into Tier-2 and Tier-3 cities.
He said underserved areas along Nizamabad, Karimnagar, and Warangal highways should also be encouraged for:
- GCC establishments
- Data centre projects
The Telangana government aims to create more jobs and economic opportunities outside Hyderabad’s main urban region.
Net-Zero Principles for Bharat Future City
The Chief Minister instructed officials to follow net-zero principles while maintaining the highest global standards in engineering works at Bharat Future City (BFC).
He directed officials to prioritise the creation of trunk infrastructure in proposed zones of BFC.
Proposal for Regional Medical Hub in Bharat Future City
Officials will initiate consultations with the Government of India to establish one of the five regional medical hubs announced in the recent Union Budget within the Health City at Bharat Future City.
Chief Minister Revanth Reddy said:
“If needed, I will take this up with the Hon’ble Prime Minister.”
AI City Works to Be Accelerated
The Chief Minister instructed officials to speed up works related to the proposed AI City in Bharat Future City after studying global best practices in AI infrastructure development.
He also directed officials to expedite works in BFC so that foundation stone laying ceremonies for facilities in the industrial corridor can be conducted soon.
Workforce Skill Development Focused in BFC
The Telangana government directed officials to ensure all companies receiving land allotments in Bharat Future City sign MoUs for workforce skilling and certification programmes to meet future talent requirements.
‘Invest Telangana’ Agency to Be Created
The Chief Minister proposed the creation of a dedicated investment promotion agency named “Invest Telangana.”
He suggested adopting best practices from other states and creating a governance structure that provides end-to-end support for investors and companies.
According to the proposal:
- Officials from IT and Industries departments will serve as regular appointees
- Senior officials from departments like Energy and Finance will serve as special invitees
Society to Be Formed for Invest Telangana
Officials said a society would be formed for “Invest Telangana.”
The agency will function as a dynamic investment promotion body for Telangana.
The Chief Minister suggested appointing escort officers to provide end-to-end assistance to investors, from their arrival in Hyderabad till the grounding of operations.
T-Fiber Internet to Be Implemented in Government Offices
The Chief Minister instructed officials to prepare a plan to ensure all government offices in Telangana shift from private operators to T-Fiber internet connections within three months.
Officials informed the meeting that government offices shifting to T-Fiber internet had generated orders worth Rs. 54 crores during the last six months.

During the IT and Industries review meeting, the Telangana government also announced plans for Invest Telangana, AI City development, T-Fiber expansion, and infrastructure projects under Bharat Future City while focusing on sustainable and decentralised economic growth.
