Telangana High Court Pulls Up Officials Over Illegal Constructions at Salkam Cheruvu in Bandlaguda, Seeks Reports Within One Week

The Telangana High Court has sought detailed reports within one week over alleged illegal constructions in the FTL and buffer zone of Salkam Cheruvu in Bandlaguda, Hyderabad. The next hearing is on July 9.

Hyderabad: The Telangana High Court has expressed strong displeasure over alleged illegal constructions within the Full Tank Level (FTL) and buffer zone of Salkam Cheruvu in Bandlaguda, Hyderabad. The Court criticised the concerned government departments for failing to submit a progress report despite two months having passed and granted them a final opportunity to submit comprehensive reports within one week. The next hearing in the case has been scheduled for July 9.

High Court Hears Petition on Salkam Cheruvu Encroachments

The matter came up before a single bench headed by Justice Raju Venkata Shravan Kumar while hearing a petition filed by advocate Vijay Gopal.

The petitioner requested the Court to:

  • Declare all alleged illegal constructions within the lake boundaries as illegal.
  • Order the demolition of those structures.
  • Direct action against the alleged encroachers.
  • Recover the demolition expenses from the encroachers themselves.

Court Questions Need to Re-Determine Lake Boundaries

During the hearing, the High Court questioned the Irrigation Department over its proposal to determine the lake boundaries again.

The Court observed that the 2013 survey had already recorded the Full Tank Level (FTL) of Salkam Cheruvu at more than 34 acres, and based on that survey, a preliminary notification was issued in 2016.

The bench asked why there was now a need to re-fix the lake boundaries.

The Court remarked that the boundaries or area of a lake do not change naturally and said they are affected only because of alleged illegal encroachments and constructions.

High Court Raises Questions Over Unapproved School

The Court also raised serious concerns about an educational institution operating on the lake land.

The government counsel representing the Education Department admitted that the school had never received government approval.

The Court questioned:

  • How the institution had been functioning for several years without official approval.
  • How the District Educational Officer had allowed it to operate.
  • On what basis transfer certificates and board examinations of students studying in the unapproved institution had been recognised.

The government counsel informed the Court that students of the institution were being registered through another recognised school and said a detailed report would be submitted before the Court.

Court Warns Departments Against Further Delay

The High Court observed that State authorities were delaying action instead of protecting public property.

The bench warned that if all the concerned departments failed to submit comprehensive reports within one week, it would pass appropriate legal orders based on the available records.

The Court granted the departments a final opportunity to file all detailed reports.

The next hearing in the case is scheduled for July 9.
