Asaduddin Owaisi Demands Permanent Residence Certificates for Telangana Poor, Urges Government to Act

Hyderabad: AIMIM President and Hyderabad MP Asaduddin Owaisi has demanded that the Telangana government led by Chief Minister A. Revanth Reddy immediately issue Permanent Residence Certificates to poor people in the state. Addressing a public gathering, Owaisi said thousands of poor residents do not possess the required documents and could face difficulties during the SIR final list process. He urged the government to take immediate action, stating that the issue affects poor families across Telangana.

Owaisi Demands Permanent Residence Certificates for Telangana Residents
Owaisi said he was not making an appeal but placing a demand before the Telangana government. According to him, the government should immediately issue Permanent Residence Certificates to poor residents of Telangana.
He said Telangana does not have a permanent residents register, NRC, or a family register. Because of this, many poor people do not have the necessary documents.
Owaisi said the lack of documents is a serious issue across Telangana and warned that many genuine residents may find their names missing from the SIR final list due to documentary deficiencies.
‘It Is a Great Injustice if Living People Are Left Out’
Owaisi said people express condolences when someone dies, but questioned how justice would be done to living people if their names are excluded merely because they do not possess the required documents.
He described such a situation as a “great injustice”, saying genuine residents should not suffer due to paperwork.
Owaisi Thanks Revanth Reddy for Expanding MeeSeva Centres
The AIMIM president thanked Chief Minister Revanth Reddy, recalling that in January, he and the TMREIS Chairman met the Chief Minister and requested him to improve access to documents.
According to Owaisi, the government subsequently increased the number of MeeSeva centres in every Assembly constituency, making it easier for people to obtain certain documents.
However, he said only a 10th Class certificate is currently being issued in many cases and that this is not sufficient to resolve the larger documentation problem.
Cites Article 371-D and Supreme Court Judgment
Owaisi said he was aware of Article 371-D and referred to a Supreme Court judgment, stating that a student who has studied continuously for four years from Class VI qualifies as a local resident.
He questioned why the government was not issuing Permanent Residence Certificates when the legal position, according to him, already supports recognition of local residency in such cases.
Owaisi Says He Met Deputy Chief Minister
Owaisi said he and the TMREIS Chairman also met the Deputy Chief Minister and requested that a meeting with Chief Minister Revanth Reddy be arranged.
He said he had met the Chief Minister once after January but claimed the Chief Minister had remained busy thereafter.
According to Owaisi, if the ruling Congress government fails to understand that poor people lack essential documents, it would be disconnected from the ground reality.
Calls on BJP and Election Commission
Owaisi also questioned BJP leaders, saying the party has two MPs and one Union Minister, and asked why they could not approach the Election Commission of India to request acceptance of documents such as PAN Cards, Driving Licences, and Food Security Cards.
He clarified that he was not speaking about the ruling party in that context but was urging all concerned authorities to address the issue.
Government Can Use Existing Records, Says Owaisi
Owaisi argued that the Telangana government already possesses multiple databases that could be used for verification.
He referred to Aadhaar, ration cards, school records, and revenue records, saying these records could serve as the basis for issuing Permanent Residence Certificates.
He further suggested that certificates could also be issued based on the names of parents, grandparents, or if a person was born in Telangana and had records dating back to 2002.
He reiterated that students who completed four years of continuous education in Telangana are entitled to benefits in education and employment under the Supreme Court judgment, and questioned why the government was reluctant to extend similar recognition through Permanent Residence Certificates.
Karnataka Example and Daily Complaints
Owaisi said the Congress government in Karnataka is issuing Permanent Residence Certificates and questioned why the Telangana government is not doing the same.
He expressed disappointment that despite repeatedly raising the issue with the Congress government, only meetings were being held without concrete action.
According to Owaisi, over the last two months, 50 to 60 people every day have been approaching AIMIM MLAs complaining that they do not possess the required documents.
He warned that poor people should not be deprived of their rights merely because they lack documentation and again demanded that the Telangana government immediately issue Permanent Residence Certificates.
