Telangana Government Forms Special Enquiry Team to Probe Alleged Irregularities in Dharani Portal

Hyderabad: The Telangana Cabinet has approved the formation of a Special Enquiry Team (SET) to conduct a comprehensive investigation into alleged irregularities and suspicious land transactions carried out through the Dharani Portal.
The decision was taken during a Cabinet meeting chaired by Chief Minister A. Revanth Reddy at the State Secretariat. The meeting also discussed key issues related to drought preparedness, irrigation, rail connectivity, municipal administration, and rural development.
Addressing the media after the meeting, Revenue Minister Ponguleti Srinivasa Reddy said the government had ordered a forensic audit of the Dharani Portal after assuming office. The audit reportedly identified more than 10,000 suspicious land transactions, prompting the Cabinet to order a detailed probe.
According to the minister, the investigation will cover all suspected registrations, mutations, land transfers, government and assigned land transactions, changes in land classification, and other related records processed through the Dharani Portal from October 29, 2020, onwards.
The Cabinet has also decided to examine the role of the agency that developed the Dharani Portal. The inquiry will review the software design, vendor selection process, contract award procedures, system architecture, and data security mechanisms to determine whether technical flaws or procedural lapses contributed to the alleged irregularities.

Ponguleti Srinivasa Reddy said that strict legal action would be taken against anyone found guilty, irrespective of their position or influence.
The Cabinet also expressed concern over drought-like conditions caused by the El Niño weather pattern and resolved to seek immediate financial assistance from the Central Government. It also requested the deployment of a Central team to assess the situation and support emergency relief measures.
Chief Minister Revanth Reddy directed all departments to prepare contingency plans to ensure uninterrupted drinking water supply, irrigation, and electricity. District Collectors have also been instructed to remain on high alert and address public grievances on priority.
The government advised farmers to avoid cultivating paddy in view of the anticipated water shortage and instead opt for crops that require less water.
In addition, the Cabinet reviewed the proposed routes for the Hyderabad–Mumbai, Hyderabad–Bengaluru, and Hyderabad–Chennai High-Speed Rail Corridors, and approved the establishment of a rail hub near Shamshabad.
The Cabinet also cleared several other proposals, including the completion of the Mukteshwar Lift Irrigation Scheme (Mini Kaleshwaram), the nomination of transgender members to municipal corporations, amendments to the Panchayat Raj Act, and the creation of 29 new posts for the Dharmapuri Government Degree College.
