Hyderabad: Telangana Social Welfare Residential Educational Institutions Society (TGSWREIS) has taken another revolutionary step in Gurukul education with key decisions aimed at providing world-class education to students from marginalized communities. The third Board of Governors meeting of TGSWREIS approved UGC pay scales for degree college faculty, the establishment of 9 new Centres of Excellence (COEs), laptops and financial assistance for SC students pursuing higher education, and several other reforms. The meeting was held under the chairmanship of Social Welfare Minister Adluri Laxman Kumar at the Minister’s Chamber in Dr. B.R. Ambedkar Telangana Secretariat.

Government Focus on World-Class Education for Marginalized Students
Speaking at the meeting, Social Welfare Minister Adluri Laxman Kumar stated that the Telangana government aims to provide quality, world-class education to students from socially backward communities. He said the Congress government led by A. Revanth Reddy considers education the most powerful tool for social transformation and is taking special measures to shape the future of SC, ST, BC, and Minority students.
The minister noted that the third Board of Governors meeting was held after 2017 and focused on improving educational standards, student welfare, infrastructure development, digital learning, teacher welfare, and expanding higher education opportunities.
Key Decisions Approved by TGSWREIS Board of Governors
The Board approved several important proposals, including:
- Creation of a separate administrative division for the management of degree colleges.
- Positive decision on implementing UGC pay scales for degree college faculty members.
- Formation of a special committee to secure NAAC accreditation for degree colleges.
- Approval to provide laptops and financial assistance to SC students pursuing higher education in universities within India and abroad.
- Launch of 9 additional Centres of Excellence (COEs) to prepare students from Class 9 onwards for national-level competitive examinations such as NEET and JEE.
- Approval of the proposal to recognize Craft Teachers and Art Teachers as TGTs.
- Decision to introduce the “Phone Mitra” facility to enable students to communicate with their parents during holidays.
- Resolution to implement the roster system for posts filled at the state office.
- Decision to introduce Artificial Intelligence (AI) courses at the degree level to improve future employment opportunities.
- In-principle approval for establishing a Pharmacy College in Hyderabad under TGSWREIS.
- Strengthening Foundation Centres and appointing additional subject experts to improve academic standards.
- Continuation of services of Sports Coaches and Vocational Lecturers for sports and vocational education development.
- Continuation of existing regulations restricting mobile phone usage among degree students to improve academic concentration.
- Implementation of a common menu system across all Gurukul institutions to improve nutritional standards.
- Approval to increase remuneration for part-time teachers.
Proposal for Permanent Buildings for 133 Institutions
The Board of Governors also passed a resolution to hold special discussions with Chief Minister Revanth Reddy regarding the construction of permanent buildings for 133 Gurukul educational institutions currently operating from rented premises across the state.
Members observed that the move reflects the government’s commitment to providing the best infrastructure facilities to students.
Education Is the Path to Social Empowerment
Addressing the gathering, Minister Adluri Laxman Kumar said that social empowerment can be achieved only through education, in line with the ideals of B. R. Ambedkar. He emphasized that the Congress government wants children from marginalized communities to receive world-class education and reach higher positions in society.
The minister further stated that under the leadership of Chief Minister Revanth Reddy, the government is committed to making the Gurukul education system a model for the entire country. He added that greater importance would be given to student welfare, infrastructure development, expansion of higher education opportunities, and promotion of technical education.
