Telangana Signs MoU with Germany’s Thuringia State to Boost Skills, Technology, Startups and Life Sciences
Telangana and Germany’s Thuringia State signed an MoU in Hyderabad to boost cooperation in skill development, technology, startups, life sciences, AI training and investment opportunities.

The Telangana Government and the Government of Germany’s Thuringia State signed a Memorandum of Understanding (MoU) to promote cooperation in science and technology, skill development, startups, and life sciences sectors that are rapidly expanding in Telangana. The agreement was signed during a high-level meeting between Chief Minister A. Revanth Reddy and a delegation led by Thuringia Minister-President Mario Voigt at MCR HRD Institute in Hyderabad.

Thuringia Delegation Meets CM Revanth Reddy in Hyderabad
As part of his India visit, Mario Voigt, Minister-President of Thuringia State, led a delegation that met Chief Minister A. Revanth Reddy at the MCR HRD Institute, Hyderabad.
The meeting was attended by:
- Minister Duddilla Sridhar Babu
- Minister Vivek Venkataswamy
During the meeting, agreements were formally signed between the Telangana Government and the Government of Thuringia.
Mario Voigt Praises Telangana’s Growth and Innovation
Mario Voigt stated that Telangana has emerged as a leading state in India in development and innovation.
He said the latest partnership has given Telangana a special position at a time when bilateral relations and cooperation between India and Germany are becoming stronger.
He expressed hope that both sides would further enhance opportunities that provide mutual benefits.
Revanth Reddy Highlights Need for AI-Focused Skill Development
Speaking at the meeting, Chief Minister Revanth Reddy emphasized the need to redesign skill development programmes to match changing employment requirements in the era of Artificial Intelligence (AI).
He said skilling programmes should be restructured to meet the workforce requirements of advanced economies such as:
- Germany
- Japan
- South Korea
The Chief Minister requested Thuringia’s cooperation in modernizing the curriculum of:
- Young India Skills University (YISU)
- Advanced Technology Centres (ATCs)
- Polytechnic educational institutions in Telangana
Telangana-Thuringia Partnership for Industry-Oriented Skills
Responding positively, Mario Voigt proposed developing a joint skill development system based on industry requirements through collaboration between leading industries and educational institutions in Telangana and Thuringia.
Revanth Reddy noted that skilled human resources from Telangana play a key role in the growth of the global technology sector, especially in international technology hubs such as Silicon Valley.
He also recalled that many prominent global business leaders have strong connections with Hyderabad.
Proposal for German Language Training Hub in Hyderabad
The Chief Minister said comprehensive reforms in training are needed to enhance skills and provide training in foreign languages such as German, particularly in the context of rapid advancements in Artificial Intelligence.
He proposed the establishment of a German Language Training Hub in Hyderabad with support from the Thuringia Government.
He further suggested that if Germany identifies its future workforce requirements, Young India Skills University can design training programmes to meet those needs.
Focus on Future City and Fortune 500 Investments
Revanth Reddy explained Telangana’s vision of developing Future City into a global hub for investments and innovation.
He said the state is placing special focus on attracting Fortune 500 companies.
The Chief Minister highlighted Hyderabad’s world-class infrastructure and investor-friendly environment. He also recalled that despite regional geopolitical challenges, Hyderabad successfully hosted delegates from more than 100 countries during the Miss World 2025 event.
He stated:
“Telangana is ready to partner with Thuringia in the fields of skill development, technology, innovation and investments. We look forward to expanding this cooperation further.”
German Semiconductor Delegation Proposed
Mario Voigt proposed bringing an official delegation of German semiconductor companies to Telangana to explore investment opportunities and strengthen industrial partnerships.
He said Thuringia remains committed to meeting Telangana’s industrial requirements and enhancing industrial cooperation.
Minister Sridhar Babu welcomed the proposal.
Minister Vivek Venkataswamy informed the delegation that the Telangana Overseas Manpower Company (TOMCOM) is making significant progress in providing German language training and facilitating overseas employment opportunities.

- Michael Hasper, Consul General of Germany in Chennai
