Passport Fees Hiked: Centre Revises Charges for New and Reissued Passports from July 1

Centre revises passport fees under the Passports (Amendment) Rules, 2026. Fresh 36-page passport fee fixed at ₹2,500 and Tatkal fee at ₹5,000 from July 1, 2026.

The Central Government has issued a notification revising passport and travel document fees under the Passports (Amendment) Rules, 2026. The new fee structure, notified by the Ministry of External Affairs, will come into force from July 1, 2026.

According to G.S.R. 516(E) issued in New Delhi on 20th June, 2026, the Central Government, exercising powers under Section 24 of the Passports Act, 1967 (15 of 1967), has amended the Passports Rules, 1980 and substituted Schedule IV (See Rule 8) relating to fees payable for passport and travel document applications.

Passport Fee Hike: New Charges for Adults and Applicants Aged 15-18 Years

The revised fee structure applies to applicants aged 18 years and above and minors aged between 15 to 18 years if applied under this category.

Revised Passport Fees for Minor Applicants Below 18 Years

For minor applicants below 18 years of age, the revised fees are:

Special Travel Document Fees Revised

The notification also specifies revised fees for special travel documents:

Emergency Certificate

  • India: NA
  • Abroad: $15
  • Tatkal: NA

Certificate of Identity

  • India: ₹1,000
  • Abroad: $50
  • Tatkal: NA

The notification clarifies that “NA” means “not applicable”.

Miscellaneous Passport Services Fees

Under miscellaneous services, the fee for the following services has been fixed at:

Police Clearance Certificate / Surrender Certificate / Global Entry Program Verification

  • India: ₹750
  • Abroad: $40
  • Tatkal: NA

This includes:

  • Issue of Police Clearance Certificate
  • Surrender Certificate
  • Global Entry Program verification
  • Any other miscellaneous certificates based on the passport

Passport Validity Rules Remain Unchanged

The notification states:

  • Passports issued under Serial Number I(a) shall not exceed 10 years validity.
  • Passports issued under Serial Number I(b) shall be valid for 5 years or until the applicant attains the age of 18 years, whichever is earlier.

Ministry of External Affairs Notification Details

The Ministry of External Affairs stated in the notification:

“These rules may be called the Passports (Amendment) Rules, 2026.”

It further stated:

“They shall come into force with effect from the 1st day of July, 2026.”

The amendment substitutes Schedule IV of the Passports Rules, 1980 dealing with the schedule of fees payable in respect of applications for passports and travel documents.

The Central Government has revised passport application fees through the Passports (Amendment) Rules, 2026, notified by the Ministry of External Affairs in New Delhi on June 20, 2026. Effective July 1, 2026, an ordinary fresh passport or reissue containing 36 pages will cost ₹2,500, while the Tatkal fee will be ₹5,000. The revised fee structure also covers 60-page passports, lost or damaged passports, minor applicants, special travel documents, Police Clearance Certificates, Surrender Certificates, and Global Entry Program verification services.
