Minister Ponguleti Srinivasa Unveils Corporate-Style Sub-Registrar Offices, Says Registration Charges Will Not Increase
Telangana Revenue Minister Ponguleti Srinivasa Reddy says registration charges will not be increased, announces Integrated Sub-Registrar Offices, revised land values, and major revenue reforms.

Telangana Revenue, Housing, Information and Public Relations Minister Ponguleti Srinivasa Reddy said the state government has initiated comprehensive reforms in the revenue system with the objective of providing faster, transparent and high-quality services to the people. The minister also clarified that there is no proposal to increase registration charges in Telangana and announced the construction of corporate-level Integrated Sub-Registrar Offices across the state. He reviewed the construction works of the Integrated Sub-Registrar Office being built at Talim in Gachibowli on Thursday.

No Proposal to Increase Registration Charges
Speaking to reporters at the Secretariat before inspecting the Gachibowli project, Ponguleti Srinivasa Reddy said the government has no intention of increasing registration charges.
He noted that the previous BRS government had increased registration charges from 6 percent to 7.5 percent. The minister stated that even a 1 percent increase would impose a burden of thousands of crores of rupees on the public.
Keeping public interest in mind, the government revised land values scientifically and in a manner closer to actual market conditions, he said.
The minister added that the powers of Sub-Registrars were reduced to prevent irregularities and illegal practices.
Revised Land Values Announced
The minister provided details of revised land values in different areas:
- Agricultural land in rural areas: Minimum ₹2.75 lakh per acre
- Municipal Corporation areas: ₹5 lakh per acre
- HMDA limits: ₹10 lakh per acre
- ORR limits: ₹15 lakh per acre
He said the government would review the revised values if there were any discrepancies.

“I Have Not Signed Any File Blindly, I Have Done No Wrong”
Responding to questions from journalists regarding changes in ministerial portfolios, Ponguleti Srinivasa Reddy said:
“I come from an ordinary farmer’s family. By God’s grace, I have reached this position. Whatever department is assigned to me, I will work sincerely. I have done no wrong. I am not a person who does wrong. I have not signed any file blindly. I am working according to the law.”
The minister further alleged that during the previous government, no action was taken against those involved in irregularities in the Revenue Department or against officials trapped by the Anti-Corruption Bureau (ACB).
According to him, attempts were made to protect those who committed mistakes without conducting proper inquiries, and files were kept pending for three to four years.
He said that since assuming charge as Revenue Minister, he has cleared approximately 3,500 files and taken decisions to ensure punishment for those found guilty.
“None were forgiven or spared,” he said.
The minister also stated that questions raised by members in the Legislative Council remained unanswered for 10 years during the previous government, and in some cases the tenure of the members who raised those questions had already ended.
He added that all such files had recently been cleared.
Assigned Lands Added to Prohibited List
Ponguleti Srinivasa Reddy stated that assigned lands that were registered during the previous government have now been included in the prohibited list.
He also announced that all land-related documents in the state would be digitized.
Future City Project Cannot Be Cancelled
The minister stated that the Future City project cannot be cancelled.
According to him, land in Future City is not being given free of cost. He said that if the project were cancelled, the government would have to return money already received, making cancellation impractical.
Integrated Sub-Registrar Offices on Corporate Lines
The minister said revolutionary reforms have been introduced in the Stamps and Registrations Department to provide transparent and corruption-free services.
A slot booking system has been introduced to save citizens’ time, and modern Integrated Sub-Registrar Offices are being developed.
Phase-1 Plan
In the first phase:
- 39 Sub-Registrar Offices within the Outer Ring Road limits will be divided into 13 clusters
- Buildings will be constructed through private construction companies
- No financial burden will fall on the government
- Construction companies will also be responsible for maintenance for five years
- Offices will be built on 3 to 5 acres of land
Facilities planned include:
- Mini marriage hall for marriage registrations
- Special facilities for pregnant women and senior citizens
- Spacious waiting areas
- Feeding rooms for women
- Crèche facilities for children
- Modern lift facilities for senior citizens and persons with disabilities
The minister said foundation stones have already been laid for four Integrated Buildings, and construction work has begun.
The Gachibowli Integrated Sub-Registrar Office is expected to be available by December.
He also announced that the foundation stone for another Integrated Sub-Registrar Office at Koheda will be laid within the next one or two days.
Second Phase to Cover District Headquarters
The minister said Integrated Buildings will be constructed at district headquarters during the second phase of the project.
Indiramma Housing Scheme Brought Satisfaction
Ponguleti Srinivasa Reddy said the first phase of the Indiramma Housing Scheme has been successful.
He expressed satisfaction at getting an opportunity to help fulfill the dream of home ownership for poor families.
The minister said he did not step back despite facing several pressures during the initial stages of the programme and added that the results are now visible.
