The Telangana government is considering introducing a Permanent Residence Certificate (PRC) system on the lines of Karnataka to help genuine residents establish their eligibility during the ongoing Special Intensive Revision (SIR) of electoral rolls. Government Advisor Mohammed Ali Shabbir said Chief Minister A. Revanth Reddy has discussed the proposal with senior officials, and a Cabinet Sub-Committee is likely to be constituted to study the Karnataka model before recommending a suitable framework for Telangana.

Telangana Plans Karnataka-Style PRC System
According to Mohammed Ali Shabbir, the proposed Permanent Residence Certificate (PRC) would serve as an additional proof of residence for voters who are unable to trace their own or their family members’ names in the 2002 electoral rolls, which are being used as a reference during the Special Intensive Revision (SIR) process.
He said the proposal was discussed by Chief Minister A. Revanth Reddy with senior officials after his representation.
A Cabinet Sub-Committee is likely to be formed to examine the Karnataka model before recommending an appropriate framework for Telangana.
No Documents Required During Initial Enumeration
Mohammed Ali Shabbir clarified that no documents are being sought during the initial enumeration exercise.
However, he said voters whose names cannot be linked to the 2002 electoral rolls may later be asked to submit supporting documents before the electoral authorities.
Who Could Benefit from the Proposed PRC?
According to Mohammed Ali Shabbir, the proposed PRC system is expected to benefit:
- Young voters
- Married women who changed addresses
- Families that migrated within Telangana

Shabbir Ali said that, like the Karnataka model, the proposed Telangana system could rely on multiple forms of evidence instead of insisting on a single document.

- Local enquiries
He said the proposed system is intended to make the verification process easier for genuine residents.
