HILT Policy Implementation: Bhatti Vikramarka Stresses Democratic Approach, Land Values Revision from First Week of May

Hyderabad: Deputy Chief Minister Bhatti Vikramarka Mallu said the Telangana government will implement the HILT (Hyderabad Industrial Lands Transformation) policy in a democratic manner, focusing on the development of Hyderabad city and the state. Speaking at a Cabinet Sub-Committee meeting held at Dr. B.R. Ambedkar Secretariat on Friday, he also announced that revised land market values will be implemented from the first week of May. The government is currently reviewing inputs and proceeding with consultations.

Cabinet Sub-Committee Reviews HILT Policy Implementation

The Revenue Resource Mobilization Cabinet Sub-Committee meeting was attended by:

  • N. Uttam Kumar Reddy (@UttamINC)
  • D. Sridhar Babu (@OffDSB)
  • Jupally Krishna Rao (@jupallyk_rao)

Industrial estate representatives also participated and shared their views on the HILT policy.

Democratic Approach to HILT Policy

Bhatti Vikramarka stated that the government is considering all opinions before implementing the policy.

He noted that some representatives suggested making it compulsory to shift polluting industries beyond the Outer Ring Road (ORR) to ensure compliance. However, the government is proceeding democratically while keeping broader interests in mind.

Focus on Industrial Development and UDL Policy

The Deputy CM emphasized collaborative development under the UDL (Undeveloped Land) policy with participation from:

  • Central Government
  • State Government
  • Industrial park representatives

Industrial representatives suggested developing industrial parks between the Outer Ring Road and Regional Ring Road, similar to models in China. The Deputy CM welcomed these suggestions and said they would be examined before final decisions.

Government Assures No Harassment, Focus on Growth

Bhatti Vikramarka clarified that the government has no intention of troubling anyone.

He reiterated that the Cabinet led by Revanth Reddy is focused on overall development of the city and the state.

He also suggested discussions with all industrial associations within the ORR to speed up implementation.

Minister Sridhar Babu on Industrial Policy

Minister D. Sridhar Babu stated that the government aims to ensure industrial growth without pollution.

He announced that worker dormitories have been made mandatory in the new industrial policy.

Industry Representatives Support HILT Policy

D. Srinivas Reddy, President of the Cherlapally Industries Association, expressed support for the policy.

He stated:

  • Industrialists acquired lands legally decades ago with valid sale deeds
  • No cash transactions are involved in the policy

He requested:

  • Reduction in conversion charges (currently 30% to 50% based on road width)
  • At least six months’ time for implementation
  • No additional charges for shifting basic facilities like electricity and water beyond ORR

Other representatives also suggested:

  • Development of industrial parks between ORR and Regional Ring Road
  • Provision of housing and basic amenities for workers

Key Administrative Directions Issued

The Sub-Committee directed:

  • Collection of detailed land data (vacant, encroached, available) across all departments
  • Extension of this exercise to district headquarters
  • Registration Department to implement revised land market values from the first week of May

The Deputy CM emphasized strict implementation of resource mobilization decisions and warned that negligence will not be tolerated.
