Bhubharati Act Delivers 3.65 Lakh Passbooks in One Year; P Srinivasa Reddy Orders Faster Disposal of 9.25 Lakh Sadabainama Applications

Hyderabad: Telangana Revenue, Housing, Information and Public Relations Minister Ponguleti Srinivasa Reddy has directed officials to speed up the disposal of pending Sadabainama applications and announced that 3.65 lakh passbooks have been issued across the state since the Bhubharati Act came into force on April 14, 2025. The minister said the primary objective of the people’s government is to provide legal protection and clear ownership rights to farmers’ lands. He added that under the leadership of Chief Minister A. Revanth Reddy, the government is giving top priority to resolving land-related issues.

3.65 Lakh Passbooks Issued Since Bhubharati Act Came Into Force
Speaking during a teleconference with Revenue Department officials on Monday, Ponguleti Srinivasa Reddy revealed that 3.65 lakh passbooks have been issued statewide since the implementation of the Bhubharati Act on April 14, 2025.
The minister said that in the past, farmers had to visit revenue offices repeatedly for months to obtain passbooks. He stated that the government has now created a transparent and speedy system under which farmers can receive passbooks soon after submitting their applications.
He emphasized that once a farmer submits an application, there should be no need to repeatedly visit government offices.
Survey Map Registration Rule Under Trial in Five Mandals
The minister reviewed the implementation of the provision under the Bhubharati Act that requires a survey map to be attached during registration of agricultural land transactions.
The provision is currently being implemented on a pilot basis in five mandals.
Officials informed the minister that the system is functioning successfully. After reviewing experiences and challenges from these pilot areas, Ponguleti Srinivasa Reddy directed officials to prepare an action plan to implement the system in the second phase, covering one mandal in every district.
Minister Orders Faster Disposal of Sadabainama Applications
The minister instructed officials to accelerate the disposal of pending Sadabainama applications across Telangana.
According to officials:
- Total Sadabainama applications pending: 9.25 lakh
- Notices already issued: 6 lakh applications
Ponguleti Srinivasa Reddy directed officials to complete the issuance of notices for the remaining applications within the next 15 days.
He further instructed officials to prepare a special action plan so that eligible applications can be resolved immediately after the completion of the 30-day notice period.
Criticism of Previous Government Over Sadabainama Issue
The minister criticized the previous government, alleging that it had completely neglected the Sadabainama issue.
He said that although applications had been received, thousands of farmers faced difficulties because the 2020 Record of Rights (ROR) Act did not contain proper provisions for resolving such applications.
According to Ponguleti Srinivasa Reddy, the present government, acting on the directions of Chief Minister A. Revanth Reddy, amended the relevant provisions and initiated measures to ensure justice for applicants.
Government Focused on Farmers’ Land Rights
The minister reiterated that providing legal protection and clear ownership rights to farmers over their lands remains a key objective of the government.
He stated that the government is moving forward with comprehensive reforms to resolve land disputes and improve revenue services for farmers across Telangana.
