Telangana Government Inspects Private Universities Under Supreme Court Order in Ayesha Jain vs Union of India Case

Hyderabad: The Telangana government has begun inspections of private universities across the state in compliance with a Supreme Court order passed during the hearing of the Ayesha Jain vs. Union of India case. A committee appointed by the state government is visiting every private university and conducting detailed inspections focusing on nine specific aspects mandated by the apex court. The findings will be compiled into an affidavit to be submitted before the Supreme Court, after which the state government will take further action as directed by the Court.

Committee Appointed to Inspect Private Universities

According to the Chief Minister’s Office (CMO), the inspection committee is headed by the Commissioner of Collegiate Education (CCE).

The committee comprises:

• Commissioner of Collegiate Education (CCE) – Chairperson
• Secretary, Telangana Council of Higher Education (TGCHE) – Convener
• Registrar, Jawaharlal Nehru Technological University (JNTU) – Member-Convener
• Registrar, Palamuru University – Member
• Chief Finance and Accounts Officer, Osmania University – Member
• Assistant Director (Academic-C), Department of Technical Education – Member

The Telangana government has also authorised the committee to appoint a subject expert if required.

Supreme Court Ordered Nationwide Inspection

According to the CMO statement, the Supreme Court is examining the reasons behind the rapid growth of private universities and the actual objectives of the institutions or individuals establishing them.

The Court is also examining:

• The educational qualifications of faculty members teaching at private universities.
• Complaints received during the hearing of the Ayesha Jain vs. Union of India case.

Following these complaints, the Supreme Court directed inspections of private universities across the country.

Nine Key Areas Under Inspection

The committee is inspecting every private university in Telangana by focusing on the nine specific aspects directed by the Supreme Court.

Among the key issues being examined are:

Purpose Behind Establishing the University

The inspection will determine:

• The reasons and objectives for establishing the university.
• Whether a feasibility study was conducted before establishing the institution.
• Whether any policy considerations were examined before the university was established.

Government Land and Other Benefits

The committee will verify:

• Whether the state government allocated land to the university.
• What other benefits were provided to the university.
• The terms and conditions attached to those benefits.

Management Structure

The inspection will examine:

• The objective of the society, organisation or individual managing the university.
• The members of the university’s management committee.
• How the management committee members were selected.
• Complete details of the individual actually managing the university.

Student Admission Process

The committee will also inspect:

• The admission procedure followed by private universities.
• Standards and regulations governing the entrance process.
• Whether the admission process complies with the law.
• Whether the state government reviewed and validated the admission modalities.

Affidavit to Be Submitted to Supreme Court

The inspection team is preparing a comprehensive affidavit based on its findings.

According to the CMO, the Telangana government will submit the affidavit before the Supreme Court.

Following the submission, the state government will take further action in accordance with the Court’s directions.
