Telangana Government launches New Employees Health Scheme data collection drive through Employee Health Care Trust (EHCT) for issuance of health cards.

Hyderabad: The Finance (EBS-V) Department, Government of Telangana has issued orders for implementing the New Employees Health Scheme through the formation of an exclusive Employee Health Care Trust (EHCT). As part of the initiative, the government has started a comprehensive data collection drive for government employees, pensioners, family members, and dependents for issuance of health cards. Officials have been instructed to upload the required data through the IFMIS-HR module on or before May 31, 2026.

Telangana Government Issues Orders for Employee Health Care Trust

According to Memo No. 3739367-Q/113/A2/EBS.V/2026, dated 19.05.2026, issued by the Finance (EBS-V) Department, the Telangana government has initiated implementation of the New Employees Health Scheme.

The scheme will be implemented through the formation of an exclusive Employee Health Care Trust (EHCT).

The memo was issued with the subject:

“Implementation of New Employees Health Scheme by forming an exclusive Employee Health Care Trust (EHCT) – Issue of Health Cards – Collection of data in respect of Government Employees and Pensioners alongwith Family Members and Dependents – Reg.”

Government Refers to Earlier Orders and Meeting

The memo referred to:

  1. G.O.Ms.No.186, Health, Medical & Family Welfare (A) Department, dated 08.10.2023
  2. Meeting held on 14.05.2026 by the Chief Secretary to Government, Government of Telangana, Hyderabad

The government stated that orders had already been issued for the formation of EHCT for implementation of the New Employees Health Scheme.

Data Collection Ordered for Employees and Pensioners

The Telangana government has decided to collect comprehensive data relating to:

  • Government employees
  • Pensioners
  • Family members
  • Dependents

The memo stated that the data collection is being carried out as defined under Section-7 of the Telangana Integrated Medical Attendance Rules, 1972, along with further orders issued from time to time.

Officials stated that the exercise is aimed at effective implementation of the scheme.

Deadline Fixed for Uploading Data

The government directed all:

  • Secretariat Departments
  • Heads of Departments
  • Pension Sanctioning Authorities
  • Drawing and Disbursing Officers (DDOs)

to immediately begin collection and uploading of employee and pensioner data.

The data must be uploaded in the prescribed proforma through the IFMIS-HR module using DDO logins on or before 31.5.2026 without fail.

Administrative Departments Asked to Monitor Process

The memo stated that Administrative Departments must closely monitor the process to ensure accurate data collection and timely uploading within the stipulated period.

The order specifically mentioned:

“This may be treated as ‘Most Important’.”

The memo was signed by Sikta Patnaik, Special Secretary to Government.

Details to Be Collected From Employees and Pensioners

The attached proforma seeks detailed information from government employees and pensioners, including:

  • Name
  • Employee ID Number
  • Aadhaar Number
  • Date of Birth
  • Date of Initial Appointment
  • Mobile Number
  • Email ID
  • Present Address
  • Permanent Address
  • Marital Status
  • Details of family members and dependents

The forms also seek pension-related details from retired employees, including PPO Number, retirement details, and dependent information.

  • Pension Payment Officer, Hyderabad
  • Registrar General, Hon’ble High Court for the State of Telangana, Hyderabad
  • Examiner of Accounts of Municipalities, Telangana
  • Financial Officers of Universities
  • Financial Advisors and Accounts Officers of Corporations, Societies, and Grant-in-Aid Institutions

The Telangana Government has launched a major data collection drive for implementation of the New Employees Health Scheme through the newly formed Employee Health Care Trust (EHCT). Under orders issued by the Finance (EBS-V) Department on May 19, 2026, government employees, pensioners, family members, and dependents must submit detailed information for health card issuance through the IFMIS-HR module before May 31, 2026. Administrative Departments and DDOs have been directed to treat the process as “Most Important” and ensure timely completion.
