Hyderabad: Telangana Chief Minister A. Revanth Reddy has directed officials to fully digitize the government system to bring greater transparency in administration and implement Digital Governance across the state. During a review meeting at the Bodhi Pavilion in MCRHRD, Hyderabad, the Chief Minister ordered the formation of a high-level committee to submit a report within 100 days on issues related to contract and outsourcing employees and instructed strict action against agencies delaying salary payments.

CM Revanth Reddy Reviews Contract and Outsourcing Employees’ Issues
The Chief Minister held a review meeting with senior officials at the Bodhi Pavilion in MCRHRD, Hyderabad, to discuss the problems faced by contract and outsourcing employees.
He directed officials to prepare a comprehensive roadmap for Digital Governance and formulate necessary laws to strengthen transparency in administration.
The Chief Minister said Digital Governance should ensure better public services and enable welfare schemes to reach beneficiaries directly.
Complete Digitisation of Employee Records Ordered
Revanth Reddy instructed officials to completely digitize the details of:
- Government employees
- Contract employees
- Outsourcing employees
- Salary records
- Bank account details
He said this would help ensure that government employees as well as contract and outsourcing employees receive their salaries on the 1st of every month.
He also said Digital Governance would ensure transparent salary payments to contract and outsourcing employees between the 1st and 5th of every month.
Officials Highlight Issues with Contract Agencies
During the meeting, officials informed the Chief Minister that there are around 4,800 contract and outsourcing agencies in Telangana.
Out of these, 4,300 agencies were reported to be not paying Employees’ State Insurance (ESI) and Provident Fund (PF) benefits to employees.
Officials also informed the Chief Minister that although the government releases payments to agencies, salaries are not being paid to employees on time.
Strict Action Against Defaulting Agencies
Taking serious note of the issue, the Chief Minister directed officials to take strict action against contract and outsourcing agencies that fail to pay salaries despite receiving government payments.
He said implementing Digital Governance would help eliminate such problems and improve transparency.
High-Level Committee to Submit Report in 100 Days
To comprehensively address the issue, Revanth Reddy directed officials to constitute a high-level committee.
The committee has been asked to submit its report within 100 days and recommend measures to resolve the issue.
Government Employee Data to Be Digitized
The Chief Minister also instructed officials to digitize the records of government employees to facilitate the implementation of:
- Health Cards
- Other employee benefits
He further directed that a special monitoring system be established under the supervision of the Finance Department for continuous monitoring.
