Rajiv Yuva Vikasam, the flagship self-employment scheme aimed at empowering youth in Telangana, continues to receive overwhelming response. According to BC Finance Corporation Managing Director Mallayya Battu, over 8 lakh applications have been received so far. The last date to apply is April 14, 2025.

One Member Per Family Eligible
Answering public queries during a phone-in program organized by ETV and ETV Bharat, Mallayya Battu clarified that only one person per family can apply. If both husband and wife are listed on the same ration card, only one is eligible to submit the application.
Age Limit and Educational Qualification
The scheme generally allows applications from individuals up to 55 years of age. However, for agriculture-related activities, the age limit is extended to 60 years. There is no mandatory educational qualification. The focus is on individuals seeking to achieve self-sustenance.
Ration Card Not Mandatory; Income Certificate is Key
Applicants without a ration card can still apply by submitting an income certificate from MeeSeva. Recent orders from the Deputy CM have instructed district collectors to expedite these certificates for eligible individuals. If the ration card is available, no separate income proof is needed.
Private Employees With PF Can Also Apply
Private-sector employees deducting PF are eligible provided their annual income does not exceed ₹1.5 lakh in rural areas and ₹2 lakh in urban areas. Applicants must furnish an income certificate.
No Objection If You Have Existing Bank Loans
Existing bank loans do not disqualify applicants. However, those who have taken a loan from the corporation itself in the past five years are ineligible. If more than five years have passed, they can reapply.
PAN Card Not Mandatory
A PAN card is not compulsory for the application. Applicants can visit internet centers or the local Praja Palana Kendram to file their application.
CIBIL Score Not a Major Factor
The CIBIL score is not actively considered, although any issues with existing bank loans may be reviewed during verification.
Direct Subsidy to Bank Accounts
Subsidies from the government will be credited directly into the non-operative bank accounts of the selected beneficiaries. Loans from banks will also be disbursed into the same accounts after project validation.
Women Applicants With Mixed Family Records Can Apply
Women whose names appear on their maternal family’s ration card but whose Aadhaar reflects their in-laws’ address can still apply. They must obtain an income certificate from their husband’s village.
5 Lakh Beneficiaries to Be Selected This Year
Of the 8 lakh applicants so far, 5 lakh beneficiaries will be chosen in 2025. The selection will be based on scheme eligibility, business plan viability, and potential to increase income. All selected individuals will undergo 15–20 days of training with industry experts.
Transparent Implementation With Monitoring
The government has allocated around ₹10,000 crore for the scheme, combining both subsidy and bank loans. Beneficiaries will be monitored for up to a year post-unit establishment. The scheme is designed for transparent execution and zero involvement of middlemen, as emphasized by CM Revanth Reddy and Deputy CM Mallu Bhatti Vikramarka.
