DoT Security Conference in Hyderabad: 5 Crore Fraud Mobile Connections Disconnected, ₹1,800 Crore Cyber Frauds Prevented

The Department of Telecommunications (DoT) held a Security Conference in Hyderabad on 13 July 2026. Officials highlighted the disconnection of over 5 crore fraudulent mobile connections, prevention of ₹1,800 crore in cyber frauds, and inaugurated the first DoT Network Security Laboratory.

The Department of Telecommunications (DoT), Hyderabad Unit (AP LSA) organized a Security Conference on 13 July 2026 in Hyderabad, bringing together senior officials from government agencies, law enforcement, banks, telecom operators, and other stakeholders to strengthen coordination against cyber frauds, telecom-related crimes, and emerging cyber security threats. During the conference, Director General (Telecom) Shri Anand Khare announced that the DoT has disconnected over 5 crore fraudulent mobile connections, recovered more than 12 lakh lost and stolen mobile handsets, and helped prevent cyber frauds worth over ₹1,800 crore through the Financial Fraud Risk Indicator (FRI) framework.

The conference focused on strengthening inter-agency coordination to combat cyber frauds, telecom-related crimes, and emerging cyber security threats.

DoT Highlights Major Achievements Against Cyber Fraud

Addressing the gathering, Shri Anand Khare highlighted the significant progress made by the DoT over the past two years in protecting citizens from cyber-enabled financial frauds and telecom misuse.

He informed that citizen-centric initiatives undertaken by the DoT have resulted in:

  • Disconnection of over 5 crore fraudulent mobile connections
  • Recovery of more than 12 lakh lost and stolen mobile handsets
  • Prevention of cyber frauds worth over ₹1,800 crore through the Financial Fraud Risk Indicator (FRI) framework

He emphasized the need for continued collaboration among the DoT, Law Enforcement Agencies (LEAs), financial institutions, and Telecom Service Providers (TSPs) to build a secure and trusted digital ecosystem.

DoT AP LSA Reports Strong Performance in Telecom Security

During the conference, DoT AP LSA showcased its achievements in telecom security and cyber fraud prevention.

According to the presentation:

  • 11 illegal telecom and cybercrime setups were busted during FY 2025–26, one of the highest performances in the country.
  • AP LSA recorded the highest recovery of lost and stolen mobile handsets in India, recovering approximately 2.04 lakh devices.

Officials said these achievements demonstrate AP LSA’s leadership in citizen-centric enforcement initiatives.

Hyderabad Police, TGCSB and RBI Share Cyber Security Initiatives

Shri V.C. Sajjanar, Commissioner of Police, Hyderabad, shared the success of Operation Octopus 3.0, describing it as a coordinated enforcement initiative targeting cyber fraud ecosystems and organized telecom-enabled financial crimes.

He stressed the importance of seamless coordination between law enforcement agencies, the DoT, banks, and telecom operators to effectively tackle the evolving cyber threat landscape.

Representatives from the Reserve Bank of India (RBI) delivered a presentation on measures taken by the RBI to strengthen the financial sector’s resilience against cyber frauds.

The Telangana Cyber Security Bureau (TGCSB) presented its initiatives on the application of Artificial Intelligence in the telecom sector to enhance cyber defence capabilities.

Shri Arvind Babu, Deputy Commissioner of Police (Cyber Crimes), Hyderabad, also delivered a presentation on “Fraud-Enabled Networks – Ghost SIM Networks”, highlighting emerging trends and investigative approaches to combat organized cybercrime.

Network Security Laboratory Inaugurated at DoT AP LSA

On the sidelines of the conference, Shri Anand Khare, Director General (Telecom), inaugurated the Network Security Laboratory established at DoT AP LSA, Hyderabad.

According to the DoT, the laboratory is the first-of-its-kind facility within the Department of Telecommunications. It has been developed for:

  • Capacity building
  • Threat analysis
  • Showcasing cyber security solutions

A live demonstration of the laboratory’s capabilities was also conducted during the event.
